Miroslav Lichvar ddfaf2e542 ntp: log error when SIOCSHWTSTAMP fails with EPERM 
Increase the severity of the log message to "error" when
the SIOCSHWTSTAMP ioctl fails due missing the NET_ADMIN capability.
